Ok Stan Heffner, you idiot, what CRIME was committed? And you think ODE has no culpability in this issue? ODE puts out a poorly written set of submission rules, the the Ohio oversight agency for education decides that the School Report Cards will be self regulated by the reporting districts. Sheesh! Either treat the data submitted by schools with SOME kind of reasonability checks, or stop trying to run the districts by your hit and miss oversight based on newspaper reporting!

I read the article yesterday. What bothers me is that they think they had rule interpretation that allowed the practice. CCS never used a withdraw type that indicated "Withdrawn Due to Truancy", but I wonder if Toledo did. I don't know how the ODE classifies that type of withdraw, but I bet it would count as a DROP OUT.
The big difference between CCS and Toledo is intent. Did TPS have a policy in place, and a properly setup withdraw type, to utilize the "Withdrawn Due to Truancy"? Did they then follow the policy consistently?
Was there ever any discussion at CCS that would have added a withdraw type of "Withdrawn Due to Truancy"? I know that there was no withdraw type for "Withdrawn Due to Truancy" prior to my retirement in January 2012.

July 22 - Columbus Dispatch Sunday Paper, front page! Bill Bush called me July 18 to check on some numbers he was seeing in the records request he got from CCS. The records were data I pulled for an investigation that Carolyn Smith (CCS Internal Auditor) was trying to put together.

Oh Boy!
It all started for me on Thursday June 14th, when Jennifer Smith-Richards called me about 10:30am - she remembered me from when I did the data pulls for the Dispatch. She asked if I knew anything about the way Steve Tankovitch (she used his name!) was altering data.
